Financial Assistance Programs in Camarillo

Medicaid Program in Camarillo

Seniors in Camarillo who need help paying some or all of the cost of residential care may be eligible for assistance through the Medicaid low-income health insurance program. In California, this program goes by the name of Medi-Cal, and it is operated as an entitlement that all seniors who meet the intake requirements can join without waiting periods or enrollment caps. The program pays for basic preventive care, as well as some specialist and urgent care, and several prescription medications. Some types of residential care are also covered by the program.

To take part in Medi-Cal, seniors in Camarillo must be citizens or legal residents of the United States and residents of the state of California. Seniors must also meet defined income standards to qualify for coverage. These standards are based on the federal poverty line, with a slight adjustment for California’s elevated cost of living. The poverty rate is adjusted every two years, but in 2018 the threshold for Medi-Cal is 138% of the poverty line or $16,395 a year for single seniors applying alone. Married couples are allowed up to $22,108 a year from all sources of income combined. Each additional adult who lives in the household raises the income threshold by an additional $5,741 a year, whether or not they are also applying for benefits.

Seniors who need help with healthcare can apply for Medi-Cal at a county human services office in person or by mail. Applicants can also sign up by phone, or they can browse for both Medicaid and non-Medicaid plans online through the Covered California website.

Medicaid Waivers in Camarillo

Assisted Living Waiver Program (ALWP)

Seniors in Camarillo who receive health insurance through Medi-Cal may be able to pay some of the cost of assisted living with the state’s Assisted Living Waiver Program (ALWP). The waiver pays the monthly cost for seniors in participating assisted living communities who have opted out of the more expensive nursing home option for which they’re medically eligible. Seniors may apply for an ALWP waiver through the benefits specialist at a participating assisted living facility, or through their Medi-Cal case manager.

Multipurpose Senior Services Waiver

The Multipurpose Senior Services Program (MSSP) waiver helps seniors remain at home or in the community where they feel comfortable by paying for several benefits seniors often need to remain independent. MSSP benefits cover a wide range of seniors’ needs, including:

  • Personal support from case managers who can help find benefits seniors may be eligible for
  • Daily support from in-home or facility-based caregivers who can help with household chores and daily errands
  • In-home and facility-based respite care
  • Some home improvements, such as wheelchair ramp installation and guard rails
  • Some home repairs, such as weatherization and damage rehab
  • Transportation assistance, from public transit vouchers to scheduling and dispatch assistance with disabled ride services
  • Installation of a Personal Emergency Response System (PERS), which helps keep independent seniors safe at home
  • Adult day care in the community where the senior resides
  • Meal service, which may be delivered to the senior’s home or served in a community cafeteria
  • Advice and assistance with planning senior finances from certified senior advisers
  • Extensive translation and interpreter services

Home and Community-Based Alternatives (HCBA) Waiver

Seniors who are moving out of residential care facilities in Camarillo may be able to find help with the costs of discharge through the Home and Community-Based Alternatives (HCBA) waiver. This waiver replaces multiple earlier programs by paying some of the costs seniors incur while transitioning out of residential care and back to a private home. Waiver funds may be used for almost any move-related expenses. Applications are often submitted through discharge planners at the participating facilities.

Community-Based Adult Services (CBAS)

Camarillo seniors can get help living on their own through the Community Based Adult Services (CBAS) waiver program. This program seeks to meet seniors’ needs by picking up some of the cost of independent living, especially:

  • Adult day care services at home or in a facility
  • Home-based meal delivery
  • Physical therapy for seniors in recovery and mental health services for seniors with dementia
  • Social events with other enrolled seniors, such as monthly dinners and dances free of charge

Other Financial Assistance Programs in Camarillo

Paid Family Leave

Seniors may be able to get in-home care from immediate family members, who can take up to six weeks off from work with pay. California helps cover the cost of this through the Paid Family Leave Act (PFLA). The PFLA provides funding from a withholding deduction California workers pay while employed. These funds are available for workers whose relatives have an acute medical need for in-home care, such as during the transition from residential care to home, or after a disabling illness or injury.

Workers who wish to access this program can apply through the state Employment Development Department, which also handles applications for unemployment and student aid in the state. The department may choose to conduct a phone interview before authorizing benefits, and documentation of need may be called for from a licensed physician. Workers’ benefits are based on their average wages over a three-year look-back period, though the details of how pay levels are set can get complicated. Funds are paid by check every two weeks and may be spent like any other paycheck.

In-Home Support Services (IHSS)

California’s In-Home Support Services program helps seniors in Camarillo hire and pay caregivers who can assist them in their own homes. Funds are paid directly to caregivers, who must submit bi-weekly time sheets signed by the senior. Caregivers may be spouses, family members or friends of the senior, and to enroll in the program applicants are required to obtain CPR certification and pass a training session by the program administration. Seniors can apply for support through their Medi-Cal caseworker or through the California Department of Developmental Services via an online application.
