LOUISVILLE, Ky. — Jefferson County homeowners will likely see a higher property tax bill this year, even though Kentucky's largest school district approved a lower tax rate.

Jefferson County Public Schools approved a property tax of 79.6 cents per $100 of assessed value Tuesday evening — about an extra $40 a year for a $100,000 home.

The new rate is lower than the 80.6 cent rate JCPS levied last year, which faced a recall petition and is waiting on a ruling from the Kentucky Supreme Court.

Because of the timing of the legal challenge, JCPS ended up using a 75.5 cent tax rate for last year's property tax bills. Homeowners will need to pay the difference between last year's levied rate and what was ultimately charged on this year's bill — around $51 for a $100,000 home, or about $91 more in total.

Between the different rates, someone with an average-priced home — around $267,000 — can expect to pay about $245 more in property taxes this year.

Since property assessments have gone up in the past year, JCPS can boost its revenue while lowering the tax rate. School boards can unilaterally raise taxes to generate up to a 4% increase in revenue. Anything over the 4% threshold is subject to a recall. 

JCPS estimates the increase would bring in around $57 million in new revenue, according to school board documents.

Property Tax

Tax bills for real property are sent to the owner of record as of January 1, or the current owner, as shown in the records of the Property Valuation Administrator at the time the tax rolls were prepared.

The seller usually pays a pro-rated tax at the closing for the portion of the year they owned the property. The buyer is then responsible to pay the entire tax bill amount. If you receive a bill for a property you have bought or sold and are uncertain as to your responsibility for the bill, please review your settlement statement or contact your closing agent for further information.

JCPS board approves tax rate

The Jefferson County Board of Education has approved the 2017 tax rate that county property owners pay for schools, making a slight decrease in the tax rate that will nevertheless bring in more tax dollars to the state’s largest school district.
