
Road Condition Terminology
The following terms will be used to relate to winter road conditions, to maintain consistency, and keep the traveling public well informed. The NDDOT will utilize these terms to inform the public about road conditions that warrant increased awareness.
TRAVEL ALERT
Motorists can still travel but may encounter areas of challenging winter weather driving conditions on roadways. Motorists should allow extra time to reach their destination and be alert to conditions that may make travel difficult, change rapidly, or cause travel delays. A TRAVEL ALERT has the potential to change to a NO TRAVEL ADVISED if conditions deteriorate.
NO TRAVEL ADVISED
Motorists should not travel due to hazardous conditions which may make it unsafe to travel. Snow plows may be pulled from the roads during severe conditions. Motorists should take NO TRAVEL ADVISED seriously as those motorists who choose to travel at their own risk may become stranded and emergency responders may not be able to reach them safely. A NO TRAVEL ADVISED has the potential to change to a ROAD CLOSED OR BLOCKED if conditions deteriorate.
ROADS CLOSED OR BLOCKED
Motorists are not allowed to travel on a closed road due to life threatening conditions. The road may be impassible or blocked. Motorists who drive past a road closure device may be fined up to $250.
North Dakota DOT kicks off $370 million construction season
The plans include reconstructing and rehabilitating sections of Interstate 94, reconstructing parts of Interstate 29 between Fargo and Wahpeton as well as reconstructing and rehabbing U.S. Highway 2 through the city of Devils Lake. Among the most expensive projects is the reconstruction of a section of 52nd Avenue in Fargo.
The state Department of Transportation announced the construction plans during a news conference Wednesday afternoon with the Associated General Contractors of North Dakota and the state Highway Patrol. Officials urged motorists to slow down and drive without distractions during the busy travel season.
Three motorists were killed in work zone crashes last year, a DOT spokeswoman said.
“Highway workers take many precautions to ensure the safety of workers on the construction site,” Wayde Swenson, the DOT's director of operations, said in a statement. “We are asking motorists to make smart driving choices when going through these work zones to keep everyone, highway workers and motorists, safe.”
The $370 million cited by state officials reflects state highway projects bid in 2019 and doesn't include multi-year projects from previous construction seasons. The price tag falls in line with 2017 and 2018 seasons, which came in at roughly $380 million and $360 million, respectively, according to a DOT spokeswoman.
The construction program soared past $800 million when the state was flush with tax revenue amid the oil boom several years ago, and it neared $700 million in 2016. Though a DOT spokeswoman said the agency no longer receives state oil impact funding for road projects, lawmakers this year adjusted the distribution of oil and gas tax revenues for local governments in non-oil producing areas to pay for infrastructure.
Swenson said the state depends heavily on federal aid for road projects, along with state gas tax and motor vehicle registration revenue. He acknowledged that there's "always more that could be done."
Russ Hanson, executive vice president of the Associated General Contractors of North Dakota, was among those who unsuccessfully lobbied for a gas tax increase during the legislative session that ended late last month. He called it a "true user fee," but it faced an uphill climb in the Republican-controlled Legislature.
Motorists can stay updated on construction projects by reviewing the travel information map on the DOT's website, calling 511, installing the ND Roads app on their smartphones or signing up for notifications.

Several crashes occurred at this RCI intersection in spring and summer 2020, and some are still under review by the State Patrol. In the meantime, MnDOT engineers are reviewing all available historical crash data to identify patterns, and will be taking short term steps to enhance safety of the intersection. MnDOT continues to work closely with the City of East Bethel and Anoka County to understand the community’s needs and concerns.

N.D. Transportation plans 2022 construction start to Super 2 U.S. Highway 52

The construction of passing lanes on U.S. Highway 52 is set to begin next year, although it will be a few more years before motorists fully see the “Super 2” highway concept from Canada to Carrington.
Survey crews with Ulteig, the North Dakota Department of Transportation’s engineering consultant, are gathering information in the development of an environmental document for the stretch from Minot to Carrington.
Barring any hitches in completing the environmental review, the department has an aggressive schedule to construct passing lanes in 2022 between Carrington and Fessenden, said Steve Salwei, director of transportation programs for the NDDOT.
Previous survey work had been done north of Minot, and the highway between the Canadian border and the junction of N.D. Highway 5, north of Kenmare, also is set for 2022.
In 2023, the plan is to undertake construction from Highway 5 to Minot and from Fessenden to just east of Balfour. The estimated $11.5 million segment between Minot and east of Balfour is on the schedule for 2024.
Salwei said plans for passing lanes will be dependent on environmental findings, but the department already is considering locations of potential lanes.
The number of passing/climbing lanes between Minot and Carrington is currently expected to be 11 southeast-bound and 12 northwest-bound, although this could change based on the environmental review. A number of turn lanes also will be improved, and lighting will be installed at Highway 52 and N.D. Highway 14.
Randy Hauck of Velva, who has been involved with a regional committee that pushed for Highway 52 improvements, noted safety concerns because the highway carries a high ratio of trucks to other vehicular traffic. A past chairman of Velva’s economic development corporation, Hauck said the community had advocated for highway improvements since the late 1990s and has seen some upgrades with widening of the roadway, climbing lanes and a four-lane section near Minot.
“But this will be a real safety improvement to have passing lanes,” he said. “I am glad the DOT is stepping up.”
An open house on the Carrington to Minot segment will be held Aug. 3 from 5 to 7 p.m. at the Velva school.

In response to the COVID-19 outbreak, the North Dakota Department of Transportation (NDDOT) seeks to combat spread of the virus by temporarily closing buildings at rest areas across the state effective March 20 until further notice. Parking lot areas will remain open for use by the public.
